Connect to local currency or counting systems where grouping by 5s or 10s is used.
Use a 10-hole container (e.g. an egg carton) as a ready-made grouping tool.
Do children understand that 3 groups of 10 is 30? Can they count on from the groups to add extras?
Use seeds, pebbles, or any small plentiful objects. Tie groups with a grass stem, place them in small leaf cups, or simply keep them in separate piles.
Children may group correctly into tens but then count the groups themselves as 1, 2, 3 rather than 10, 20, 30. Reinforce that each full group represents 10, not 1.
